C4s are good, decent power if you get anything after 92.
8th gen Civic Si are one of the most reliable bang for your buck cars. But Save the integras might not agree.
Like I said yesterday though I think id still get an LS2 T56 GTO. ~$10k for reliable 400hp RWD car. Name me something else with 400hp and less than 10K that wont break down in a week.
The only other thing i would consider is an STi or Evo but both can be hit or miss reliability wise (more so evo)

Meet Tom (as in Brady, a cheater). Tom cost me $24,500 brand new 3.5 years ago. Tom came with a 0% loan, first month payment covered by VW credit, and three years of free maintenance. Tom also gets 45mpgs and fun torque (because TDI= cheater). One day Tom was sitting parked in front of my house and some asswipe slammed into him and took off, Tom needed $4k worth of repairs. Tom now had diminished value, and the insurance company gave me $2k. September 2015 Tom ‘fessed up to cheating, VW sent me two gift cars worth $1k as a “my bad” thing. Within the next few months VW is going to write me a check for $25,907 and take Tom off my hands. $2k from insurance for diminished value, $1k for fessing up, and $26k buy back. I made $4.5k on a shitty sedan. RIP Tom
